April’s luncheon is the debut of the Spring 2025 Apartment Report featuring an esteemed Speakers Panel covering multifamily building sales, development, rental regulations, Portland’s housing policies and an economic forecast.

Sarah Zahn, Managing Director of Development at Security Properties
Sarah Zahn is the Managing Director of Development at Security Properties, responsible for overseeing all phases of development projects, including site acquisition, design, entitlement and permitting, financing, construction management, lease-up, and disposition. Currently, she is managing the construction of the Byline project, a 341-unit new construction tower in Portland, scheduled for completion in Q4 2025. She is also working on pipeline projects in Seattle and Portland while actively seeking and analyzing new projects for the group. With over 20 years of experience in real estate development, She is passionate about projects that strengthen communities and enhance urban environments. Her portfolio includes mixed-use infill, multifamily, office, hospitality, higher education, civic uses, and affordable housing. She has been active in Portland real estate since 2009, most recently as Chief Operating Officer for Urban Development Partners. Prior to that, she worked on redeveloping a 33-acre former industrial site on the Willamette River into a vibrant, mixed-use community and spent five years at Gerding Edlen focusing on public-private projects. She holds a Bachelor of Arts in Political Science from Tufts University.
Heather Pichel, Regional Manager at Avenue5 Residential
Heather began her multifamily career in 2008 and has experience in overseeing performance for lease-up and stabilized properties as well as new construction properties and assets undergoing extensive renovations. She has experience in creating comprehensive standard and pro-forma budgets, conducting financial reviews, compiling detailed owner reports, optimizing rental rates, implementing strategies to reduce expenses and increase revenue, creating multi-channel marketing and advertising campaigns, developing innovative amenity and resident event programs, monitoring online and resident survey sentiment and adjusting resident satisfaction initiatives accordingly, overseeing asset acquisitions and dispositions, handling property risk and compliance matters, and hiring, training, and coaching associates. Heather attended San Francisco State University where she studied marketing and production with a Bachelor's Degree in Electronic Communication Arts.
Gerard Mildner, Associate Professor and Director, Center for Real Estate at PSU
Dr. Mildner is an Associate Professor of Real Estate Finance and Academic Director at the PSU Center for Real Estate. He teaches in the areas of urban economics, housing economics, corporate finance, and public finance. His research is focused on the economics of local government, including growth management, rent control, municipal sports stadiums, housing markets, land use regulation, and urban transportation. Dr. Mildner obtained his Ph.D. in Economics from New York University and holds a B.A. in Public Affairs from the University of Chicago.
Jordan Carter, Executive Vice President and Shareholder at Kidder Matthews
Jordan Carter is an executive vice president and shareholder in the Portland office of Kidder Mathews. Since joining Kidder Mathews in 2006, his practice has focused on the sale and acquisition of multifamily and investment properties, primarily in the Portland metropolitan area and along the I-5 corridor. While at Kidder Mathews, Jordan has been one of the most active multifamily brokers across the Pacific Northwest, having closed over 200 transactions for over $1 billion in value. Jordan’s experience includes representing buyers and sellers of traditional seasoned apartment buildings, new construction and mixed-use buildings, and multifamily development land. He has been a featured speaker at several industry wide events for groups such as Multifamily NW, IREM, and the Commercial Association of Brokers. As a licensed attorney in Oregon for over 19 years, prior to entering the commercial real estate profession, Jordan practiced law in Portland and assisted in his family’s construction business. Jordan’s legal background and knowledge of the construction industry benefit his clients by bringing a unique perspective to help evaluate and facilitate multifamily transactions. Jordan’s free time is spent working around the house, trying to get better at golf (without much success), and hanging out with his wife and three amazing children.
Patrick O. Barry, State Certified General Appraiser with Barry & Associates

Patrick graduated from CU Boulder with a degree in engineering. Prior to joining Barry & Associates in 2012 as an appraiser assistant, Patrick worked as an electrical engineer, designing commercial buildings. Patrick earned his State Certified General Appraiser license in 2016 and is currently a Candidate For Designation as an MAI with the Appraisal Institute.
